The state approved a three-million-dollar film incentive for the seven-million-dollar project. Sparkle tells the story of three&nbsp; sisters&rsquo; journey to musical fame during the height of the Motown era in Detroit.</p><p>Michelle Begnoche is with the <a href="http://www.michiganfilmoffice.org/Default.aspx">Michigan Film Office</a>.
