Getting tough on crime. For many, that means putting criminals behind bars, lengthy sentences, and tough parole guidelines.

Years of this criminal justice philosophy means old, sick prisoners are now the fastest-growing population in the Michigan prison system.

And taxpayers are footing the growing healthcare bill.
